FRAG srl is looking for a Commissioning Manager with experience with
FPSO project.
The Commissioning Manager will be in charge of Commissioning
Engineering, Planning and execution up to final Handover to Client.
At first he will be manage in the Office the activities regarding FPSO
project and the work will be develop at the beginning in Italy and after on different sites Worldwide.
Duties and Responsibilities
- Prepare and finalize the commissioning strategy of the project and assure his implementation throughout the entire project life. For specific topic, such as planning, involving high level of expertise, the Commissioning Manager operates in co-ordination with the Construction Manager and Planner Coordinator/Manager;
- Assure the preparation of the project deliverables, their consistency with contract requirements and their quality through a dedicated team, regardless the location and distribution of the engineering department in charge of the development of such documents;
- Ensures the respect of the schedule and the budget, either during the home office activity, as well as at site;
- Interface Engineering Departments, Client and Vendors representatives in the execution of the job;
- Finalize the field activities plan, the organization chart, the mobilization plan for personnel and vendors;
- Prepares the Pre-commissioning, Commissioning and Start-up Plan;
- Reviews contractual documentation and contributes to identify project risks and opportunities;
- Reviews the test run procedure and the operating manuals;
- Defines the procedure for mechanical, electrical & process isolation control;
- Defines Commissioning sequences and priorities in order to guide the project towards completion
- Supports the project for the schedule preparation and follow-up;
- Prepares the Licensor/Vendors schedule and assignment concerning the Commissioning Start-up and Test run activities;
- Manage the Pre-Commissioning, Commissioning, Start-up & Operation activities, coordinating the different parties
- Propose corrective actions in order to avoid delays at site in order to fulfil the overall target of the project;
- Organize the technical training according to Department standards and Company requirement;
- Approve the Vendor supplied items (packages) Provisional Acceptance Certificate prior to Site Manager for formal acceptance;
- To provide the Commissioning Final Report that includes all observations related to the project concerning organization, manpower and technical aspects;
- To provide feedback to the Head of Department concerning problems arising from the implementation of methodology and work instructions to improve the effectiveness and efficiency of the department; organize the most important observations in the form of instructions for improvements;
- Interface with the Engineering Managers (PEM, PM) concerning the technical problems arising in field during the execution of activities, either related to design, quality of material, Vendor packaged units, Vendor assistance and quality of construction;
- Participates to plant handover process which includes the preparation of the Commissioning Dossiers;
- Supports the HSE Manager for the preparation of the HSE plan and procedures;
- Ensures that all HSE procedures required for each activities and work phases are available and are applied
Requirements:
- Technical Diploma or Engineering Degree
- At least 10 experience as Commissioning Manager in Oil & Gas sector
- Specialized Knowledge of Upstream & Downstream technologies
- Specialized Knowledge of the Floating Production Storage Offloading (FPSO) units
- Knowledge and experience in Plant Operation
- Fluent knowledge of English language is mandatory
- Willing to travel
